The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is expended on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a capacity afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, most likely delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
