Sheff Wed Faces Major Issues, Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator David Kogan

The Championship club's ongoing struggles represent a a "major concern" and the football regulator is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, Kogan, who was appointed on Monday, expressed "sympathy" towards the club's followers.

The regulator engaged with four fan organizations connected to the Championship side this week.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the historic institutions for the English game and recently we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the English Football League (EFL) in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in late summer.

Authority's Position

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a community organization that has represented their community in multiple situations.

"I fully appreciate the club's situation, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the owner's facing," the regulator explained.

"In actuality, when you review the record of football, over the recent generations there have been some owners, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the oversight body this week and insisted it was a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the significant advances achieved might evaporate rapidly," the chairman stated.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has come into football for the last 20 or 25 years, because there's no guarantee it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I fully support the success and growth as an economic entity of the top division.

"Being fully aware of the worry about compromising the division as a high-quality offering of England. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the political party in 2020.

The 68-year-old provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
